Possible electrical issue

I just picked up a 95 ELectraglide. The previous owner said that everynow and then it would just cut off going down the road. The bike would crank but not start. He took it to a local hack and after $1400 he said he still had the same issue. I have yet to expirence the problem. I have noticed the bike charges about 13.5 - 14.0 but if you have the spots on and come to a stop the voltage on the gauge goes down to 12v and the bike will pop when I take off. I am wondering if the voltage regulator is going out. The bike has 67,000 miles. The motor and trans are new but the voltage is factory and is very corroded on the outside. I am going to check all the grounds for corrosion. The bike is stock but has a Dyna 2000 ignition.
