Throttle plate adjustment

This is probably a dumb question, but here goes. At idle should the throttle plate be completely closed or cracked open a touch on FI bikes( 2007 FXDC)? Reason I ask is that the setscrew that the throttle plate tang hits when it returns to closed throttle postion backed out, driving my idle up to probably 2200 rpm. Quite unpleasant when stuck in stop and go traffic. I am in the process of loctiting and adjusting the set screw and wondering exactly where it should be set. Thanks.
