Who is the Best PCIII USB Tuner in MD/PA/NJ

I am looking for the best PCIII tuner for my brother-in-laws Ultra Classic. I did a 95" build with Andrews 26 cams with a stage 1 SE Air Cleaner. He lives in Salisbury,MD and I want to find the Best Tuner for him who is the closest. Want it tuned with no baffles and make a custom map and then make a custom map with baffles. He doesn't mind paying for good work.
