streaky is on a distinguished road
poor quality ?

I have a 08 night train, best bike for me yet, but all the paint on the casings and covers (it's the crinckle black) has started to lift off. The dealer is telling me that all the affected parts have to be sent back to get confirmation on warrenty which even if accepted it could take up to 3 weeks to get the bike back.
Is this a normal procedure for harley to do this. ? I also have a leak at the back of the rear cylinder at the joint in the casing, to which i was told they normaly smear sealer into. (unacceptable)

I wonder if they ever heard of the digital camera.

Couple a keystrokes and wha-laa,.... corperate gets to see the damage.

Sounds to me like your dealer is trying to discourage a claim, which makes the answer to your question "Yes, it's normal procedure (to discourage a claim)". LOL

Sarcasm aside, see what another dealer might say.
