Petcock vacuum blocked from factory

2000 Duece has petcock vacuum blocked. Took it apart recently and found a metal plate between the two sections of the petcock. has a gasket but no Diaphragm kit, spring etc. Also, the vacuum nipple is blocked with silicone. The mech I took it too says that is looks like aftermarket, but that's the way it came new from the dealer. I thought this needed vacuum so gas won't leak into carb/engine. Can anyone shed light on this, ThX.

Ok, no takers on this... If I buy a Pingel, should it be vacuum or no vaccum????
