The items you mention are pretty much must have for any new harley. I would say that new speakers if you have a pre 06, I don't know about the speakers with the new stereo. A tour pak is a fantastic addition for any bagger especially if you have an OL, they love the big backrest and you know they need to haul a ton of crap! I know it doesn't look as good with it, get the quick release and only use it when you are on a trip. If you have an OL, you'll probably want a passenger backrest if you don't run a tour pak. I think a clearview shield is a great idea even though I don't have one yet.
So, these are my additions to the list:

5. Upgraded speakers
6. Tour Pak (get a king, chopped is a poser)
7. Passenger backrest if you ride without tour-pak
8. Clearview windshield
