Cruise Control help..won't initialize

I installed a HD cruise control on my 02 FLHTC (carbed) this winter. The cruise won't work. The red light works on the switch, The green C illuminates but it won't set the speed. I have tried the initialization procedure from the service manuel a few times and the everything seems to go as directed except the motor doesn't change idle speed as it is supposed to and cruise won't work. Any ideas? (The bike didn't come with cruise from the factory). The kit is 77182-02 and the cruise module is 70955-98B this should be the correct kit for my 02. Bike does have a DTT ignition but that should not make any difference.
I have also disconnected the roll off swich and reversed the wires and made no difference either (violet/yellow wire is toward the forks and orange wire is toward the rear on the roll off switch) All lights cork (Green "C" cruise indicator and cruise switch) Any ideas?
