Actually, it isn't the hands on the phone while talking that causes the problem, it is the distraction of the actual conversation. Driver engrossed in conversation with the passenger can be just as bad.
I like the 130 db horn idea. However, most of the time when a horn in a car will do, I'm too busy trying to get the heck out the way to blow the horn on my bike.
Just be careful.
The laws really need to change to impune the cell phone user if they get into an accident. For instance, if you run a red light and kill someone, you're in trouble. If you were drunk when you did it, you're toast (or should be). Same idea with the cell phone.
