Yes, with a wire. But don't do that. 80% of the flow will go through the right muffler by design (with the valve open). Under full throttle and higher rpms a partially closed valved will restrict the flow significantly and force the gas through the left muffler with measurable power loss.
The ECM controls the valve from 50-75kph under load, which is not critical in terms of flow restriction.
