Slow moving to floored is when the ECU changes from closed loop to open loop. Open loop does not use the O2 sensors. The IED's will work in all closed loop operation; from idle up to around 4,000 rpm and 50-60% throttle (approx), which would be 90% of the time you ride.
When you change pipes/intake, the ECU constantly measures and adds fuel when needed to make sure the engine is running within prescribed parameters (14.7 air fuel ratio, mod'ed to 14.2 or 13.8 w/IED's)
When the system changes to open loop (getting on it) it goes rich enough to handle a standard stage one kit (intake/exhaust) without any further fuel adjustment.
You would really only need a fueler like SERT or a Powercommander if you are doing further mods like cams etc. One of the main reasons to add SERT or the like is to be able to change timing which is essential when changing a cam.
Previous to 2007, you always needed a download or a fueler because the ECU had no way to adjust fuel.
