That is the same hole that was open in my delkron cam plate I assumed it was a open construction plug. I did not have the instructions with it. So I wonder when the added oil hole was added. I have speculated that it might go to a spray nozzle to lube the inner chain and tightener. from looking at the date on that bulletin that Larry"s and my 1999 engines were early 99s and the change was 07/99 that is about the time that the outer cam bearings were changed. If you look at the numbers these Harley motors are few in numbers and especially with a mid year change.
