Sorry to say FL but it sounds like you got a toast stator.. or a voltage regulator.
be sure to test the voltage before the regulator.. might save you a lot of work and some money....
13.3 is just to low.... test it with all the lights on, Highbeam and every thing you can turn on and then see what the voltage is at about 1500 rpm..
if it isnt at least 13.9 or so go looking for a reason...
any trouble starting yet?
