FL at cruise, realisticly off of idle, you should read no less than 13 under a load and you should actually read very close to 14 to 14.5.
sounds like you got a bad stator.. you can check the stator at the plug to see if it goes to ground and if it does sorry to say it is toast..
You are running low enough that you are using the battery to run the motor..
