How about:

Because it is a FEDERAL LAW that requires them to do that?

You ever come down the road at night and met somebody with his hibeams on? Now add a couple more lights to the mix?

That's the reason.... Something about the number of bulbs being lit when hi-beams are on, it causes a distraction to oncoming drivers. Probably more a problem with cars, bikes get lumped into that also.

But it is NOT a decision that Harley made, they're just following Federal mandate.
