This is correct, if you know where the center of chamber and center of valve are this is possible and instead of cleaning up the whole shifted port to make it look like it has been cnc machined, he chose to clean up one side and hand blend to the other to keep the velocity up (on the unwelded heads) and fill in the recesses on the welded ones.
