I will give the short technical answer.
The reason why you need to adjust the base fuel program has to do with Volumetric Efficient.
It is the amount of air the engine can flow in and flow out. If Harley had used a Mass air flow sensor, the ECM would know how much is going in, but without it, the VE becomes a Programed value.
When you install free flow Items like pipes and air filter, you are increasing the amount of air the engine can flow, if the ecm doesn't know it is, it leans out the fuel because there is more air going in then the ECM is giving fuel for.
There are many ways to get the fuel curve fixed to match the new air flow, and the FuelPak is by far the easiest one to use.
Most need to have a Tech dyno tune in the fuel curve, Vance and Hines has already done that on a bike similar to yours, so all you need to do is set the program by tapping in the numbers, and your all done, ready to ride.
