Sorry, I did not answer all the questions the first time, so here's take two...
No, the fuel pack does nothing to change Idle speed, and it can not be adjusted manually, if you try to adjust the set screw for the throttle body, it will set a code in the computer(ECM).
The only way I believe you can change thew Idle speed it to use a SE race tuner, then you can re-right the program to do so.
Now, I have not herd this caution applied to Sportsters, But on the Twin cams, The Idle speed being too low can cause oil pressure issues that can lead to cam and tapped failures.
