You might try this......
recheck all the cell, then re-due cell 19. try to use a steady motion, count 1-one thousand (Full throttle) then 2-one thousand closed.
Practice this before hand to get a feel for, be as smooth and even of speed as possible.
The recheck the throttle on cell 22, make sure it goes from 00 to 99 then back to 00.
Then turn it off, and wait a minute, and then take her for a spin.
If it still has Issues, I would say you need to check the Intake and exhaust seals.
