Yes. What the setting does is allow one revolution (if set to 1) of the motor before the spark plug fires. This would prevent the scenario where the starter engages just prior to a cylinder being at TDC and firing before it has a chance to get the rpm and momentum built up; causing a kickback. Especially useful when hot!
