Newbie from the UK

Hi Everyone,
Just took delivery of my first Harley on Saturday.
A 2008 FXDCi with stage 1, Vance and Hines Bigshot staggerd with standard baffles, hi flow air cleaner and a Vance and Hines fuel pak. All fitted by the dealer.
The bike pops and backfires a bit in deceleration and sometime when shifting up. Being used to a Suzuki fitted with PC3 I am not used to this,
is this whats expected of the setup i have ?
would i need diferent settings if v & H quiet baffles were fitted ?
The bike runs good otherwise and no noticable surging, and there is good power throughout the rev range.
Are there any settings for the Fuel pak when used in the UK ? surely we would need diferent settings, hight above sea level, fuel grades ect .
