I agree it is far too lean. I would start by double checking to make sure you have the right fuel program, and the latest version, you can do that by logging onto Vance and Hines sight and going to the fuelpak page and loading in your spects and look to see what program comes up.
usually there programs are a bit on the rich side.
Iif the program is right, i would then go through the cells to make sure there all correct, and redo the cell 19 throttle calibration, it is very important it be spot on.
I use the two second method, one-one thousand close throttle to full open, and One- one thousand open to closed.
